INTER-COUNTY MATCHES
1.
SELECTION SUB-COMMITTEE (see
Blue Pages – Sub-Committees)
a)
The County
Captain shall nominate this Sub-Committee annually for
approval by the Committee. It shall consist
of the Captain, the Vice-Captain, and up to four
Selectors.
b)
A Selector
may serve for a maximum period of four years, after
which she must retire and shall not be eligible for
re-appointment for one year.
c)
The
Selection Committee is an advisory body who shall
present a list of possible players from
which the Captain shall
select the Teams.
d)
The order of play of the
Teams shall be at the Captain’s discretion.
2a.
FIRST TEAM MATCHES
ii)
Travelling and hotel
expenses of a team, as sanctioned by the Committee, when
playing
other Counties, shall be
defrayed by the D.C.L.G.A.
iii)
A team badge (colours) will
be given to a member who has played in fourteen first team
County matches.
ii) Travelling
and hotel expenses of a team, as sanctioned by the
committee, when playing other
Counties, shall be defrayed by
the DCLGA.
iii) A
team badge (colours) will be given to a member who has
played in seven second team matches.
iv) A
player who has played for the first team twelve times
may not play for the second team except

D.C.L.G.A. COMPETITIONS
GENERAL
3. The
Competition Rules are all subject to alteration by the
Committee if circumstances
make it necessary.
4. The
Committee reserves the right in the conditions of a
competition to make a decision
in equity when it is impossible to complete a round,
match or series of matches in
accordance with the Rules of Golf. The
Committee’s decision shall be final.
5.
An Active CONGU handicap is required for all D.C.L.G.A.
competitions.
6. The
Committee shall decide entry Fees for all County Events
annually.
7. All
trophies are held for one year and must be returned to
the Competition Secretary before the event the
following year.
8. The
D.C.L.G.A. shall be responsible for insuring all the
cups and trophies and for engraving where necessary.
9.
The County shall be divided
into four zones as follows:

Players shall walk at all times during a
stipulated round in a competition organised by
the DCLGA
unless permitted to ride by a member of
the Committee in accordance with the DCLGA/EWGA
Transportation Policy.

Transportation Policy - Disability
Discrimination Acts 1995 and 2005
16.1 For the
purpose of accommodating any competitor who has
a physical impairment, as defined by
these
Acts and certified in writing by a Registered
Practitioner, the Association may permit any
such
competitor to be exempt from any prohibition
upon the use of a buggy during a competition
or
event organised by the Association providing:
a)
the competitor has appropriate insurance,
b)
accepts responsibility for her actions
c)
endeavours to ensure that her buggy is kept
under her close control at all times.
16.2 The
competitor shall be responsible for providing
the buggy.
16.3 In the following
competitions, players requiring the use of a
buggy must first seek permission

foursomes competitions.
19. CHEQUES
must be made payable to D.C.L.G.A.
No money will be refunded after the start sheet
is issued.
20. STARTING
TIMES A list will be sent to all
Clubs, either by email or post.
21. All
entries for competitions will be dealt with in
order received.
22. The
Committee reserve the right to refuse any entry
without stating a reason.
23. Proof of
current handicap must be produced (CONGU 1/2/08
- 8.1).
24. A player
may be awarded more than one trophy but she may
not be awarded more than one prize.
(An exception to this occurs when extra
prizes are given.)
25.
Ties will be
decided on the last 18, 9, 6, 3 or 1 holes with
handicaps, if applicable, deducted
in proportion. If there is still a tie, any trophy will be
held for a fraction of the normal time
and vouchers will be shared equally.
CHAMPIONSHIP MEETING
26. Competitors
must be Home Club members of any club affiliated
to the D.C.L.G.A.
27. All players
must indicate on their entry form whether or not
they intend to go forward to the match play
rounds, should they qualify. After the closing
date, the option selected stands. If the meeting
is oversubscribed, players with the lower
handicaps who are prepared to play in the match
play rounds will be given priority.
28. The draw is
made in handicap sections.
29. There
will be team prizes for the best gross and net
scores.
30. The
Qualifying Round is played over 36 holes.
The first 16 scratch scores continue in match
play for the Championship Bowl.
The next 8 or 16 scratch scores (depending on
the entry) continue in match
play for the Lloyd-Williams Salver.

48 A
Medal will be awarded to the member in the
Silver division and to the member in
the Bronze division, providing there are at
least two members in the respective
divisions, returning the three lowest
nett scores whilst playing in any qualifying
stroke play
(medal) competition at her Home Club (excluding
Open Competitions) during the
golf year.
49. All
Silver division scores to count for qualifying
must be returned on a handicap of
up to and including 20. All Bronze
division scores to count for qualifying must be
returned on a handicap of 21 to 36.
50. Any
member qualifying in one Division and
subsequently moving into a different
Division will play off her current handicap in
the Finals but compete in the Division
for which she qualified.
51. A
win in the Silver Division cancels a win in the
Bronze Division. All ties shall be
decided on the aggregate of net scores on
the last 9, 6, 3. or 1 holes on the three
best cards. In the event of there
still being a tie, there should be a play-off
under
Handicap Stroke Play (Medal) Conditions.
52. Names
and handicaps of the medal winners must be sent
to the County Competition

foursome stableford qualifying round is played
at members’ Home Clubs.
63. The
first two pairs will represent their club and
compete for the Shield in late September or
early October at a venue to be chosen by the
Committee after a stableford round.

sent to the County Competition Secretary,
together with the entry money from all
competitors, by the date given on the annual
Blue
Poster.

In
the event of a qualifying pair being unable to
compete in the final round, the pair with the
next best score may take their place, and
so on, thus ensuring that two couples from each
Club compete.

COUNTY PRIZE
67. A
prize is offered to every affiliated Ladies’
golf club having more than five members.
It is
to be played for throughout the golf year
at club level. The winner(s)
will be the player(s)

handicap limit. Second Club members
may
compete at all Clubs to which they may
belong. No entry fee.

day is lost)

Distributing the prize in the form of goods or
vouchers as it sees fit.

SHEELAH CREASY BOWL
72. Each
affiliated club may enter two teams in each of
these competitions. A club may enter
two teams in the President’s Trophy provided
that it has entered a team in the Still Cup.
73. The
appropriate DCLGA entry form, must be received
by the County Inter-Club Match Secretary
before 1st August
and the entry fee must be paid to the
CountyTreasurer before the following 1st March.
74. Home
Club members only are eligible to play.
The only exception to this is that if a player’s
Home Club is not entering a team in one of these
competitions, she may be eligible to play in
that competition for any other club to which she
belongs.
75. If
a member changes her Home Club she may play for
her new Home Club providing she has not played
for her original Home Club in any DCLGA
Competition during the current L.G.U. year.
76. It
is the responsibility of the Team Captain to
field a team of eligible players. The penalty
for any breach is a deduction of two games
and six points from the defaulting team’s final
score.
77. After
each match, Team Captains of the winning teams
must send the results of matches to the County
Inter-Club Match Secretary within three days.
78. If
there is a query about the result, both Captains
should write to the County Inter-Club Match
Secretary explaining the problem.
The County Inter-Club Match Secretary's decision
is final.
FORMATS
79. A
team consists of seven players who shall play in
order of playing handicap.
If
there is more than one player with the same
handicap, their order shall be at the
Captain's decision.
The penalty for a team playing out of handicap
order is a deduction
of one game and 3 points from the defaulting
team’s final score.
80. Still
Cup
matches are played off scratch.
There is no handicap restriction, other than the
requirement to play in order of playing
handicap.
81.
President’s Trophy
matches are played off handicap (full
difference).
Players with handicaps of 21 or above must play off 20. No more than two
single-figure
handicap players may play in any match. No player who
has played for a Still Cup team
twice for the same club in the current season is eligible to play in its
President’s Trophy
team(s) If two or more teams from the same Club are entered, no player
who has played twice
in the First Team is eligible to play in the Second Team. If a
Second Team player has
played only once in the Still Cup team and only once in the First Team,
she may return
to the Second Team.
Bronze Division players who play in a Still Cup or President’s Trophy
team may also play
for a Sheelah Creasy Bowl team.

83. The number of divisions in each
competition will be at the discretion of the
County Committee.
If a club has more than one team in a
competition, they will be in different divisions.
Additional draws
will be made for the Semi and Quarter Finals, if
applicable.
84. Each
Club must play one home and one away
match (over 18 holes) against every other Club
in
accordance with the draw. If, due to unforeseen
circumstances, an entire team is unable to play
an arranged match, penalties will be imposed; it is
imperative that the County Inter-Club Match
Secretary is consulted immediately.
85. If
a participating Club cannot field a complete
team, “walk-overs” of the seventh, sixth and
fifth games are permitted in one match only,
resulting in the appropriate loss of games and
points. If a complete team cannot be
raised a second time:
(a) the Team shall be withdrawn from the
competition
(b) all games and points scored by it and
against it will be cancelled, and
(c) in the following year the Club will
not be allowed to enter competitions as follows:
(i) If the defaulting team is
a Still Cup team the club may not enter either
the Still Cup or any President’s Trophy
team.
(ii) If the defaulting team is the
club’s first President’s Trophy team, the
club may not enter any President’s Trophy
team.
(iii) If the defaulting team is a club’s
second President’s Trophy team, the
club may not enter a second President’s
Trophy team.
(iv) If the defaulting team is a Sheelah
Creasy team, the club may not
enter a
Sheelah Creasy
Team.
86. The
Scoring System
A team will
score a team win for a team match won, or a half
for a
halved
match. The Divisional winner
will be the team with the most team wins.
A points system will be used by the County Inter
Club Match Secretary to resolve ties
(as follows):-
Individual Matches: Away win =
3 pts. Home win = 2 pts.
Away Half = 1½
pts. Home Half = 1 pt.
Overall Match: Winning
team – based on number of matches won : Add
2pts.
Halved match – based on number of matches won :
Add 1 pt. each
When all the matches in the division are
completed, if there is a tie, the winner will be
the
team with the most Points. Best
Runner(s)-Up (when required) will be the Team(s)
with
the most team wins divided by the number
of matches played, with ties being decided
by the number of points won divided by the
number of matches played.

88. Team lists
must be exchanged no later than 15 minutes
before the start of the match. After the team
lists have been exchanged there can be no
changes, except that a reserve may take the
place of a nominated player who has subsequently
become ill or injured, always provided
that the correct order of the team can be
maintained (see #79). However, if the reserve is
present but it is too late to change the list so
that the correct order can be maintained, the
opponent of the nominated player shall score a
“walk-over” but the defaulting team will not
be deemed to be incomplete and will not
be penalised under #85. (If a reserve is not
present, the team will be deemed to be
incomplete and the penalties under #85 will
apply).
If, after team lists have been exchanged, it
becomes apparent that a nominated player is
likely to be
late in arriving due to unforeseen
circumstances, her Captain, may, with the
agreement of the opposing Captain, arrange a
later start for the delayed player and her
opponent on the list.
If the delayed player fails to be on the tee
within 45 mins. of the first players’ tee time,
her opponent on the list shall score a
“walk-over”.
89. A non-playing Team
Captain may give advice. If the Team Captain is playing, she may
authorise
a non-playing member of the DCLGA as a deputy to give advice.
See Note to Rule 8, Rules of Golf.
90. The divisional winners (together with best
runners-up, if required) will go forward to
Quarter Finals (if held), Semi-Finals and Finals
to play on a knock-out basis.
If a divisional winner is unable to send a team
to these Finals, the second best club in the
division may do so, provided it has played out
all its matches.
91. The date and courses for the quarter-finals,
semi-finals and final of each competition shall
be chosen by the DCLGA Committee.
92. Quarter-final, semi-final and final matches
are played to a conclusion, unless called in by
a DCLGA official.
93. Teams for the semi-finals and
finals day shall be selected from a squad of
nine players, all of whom
must have played at least one match for the appropriate
team during the current season.

96. Each

with two nominated substitutes either of whom
may play should a team member be unavailable.
A substitute becomes a team member after playing
in two matches. No further substitutes are
permitted.
97. Format:
Foursomes match play knock-out in accordance
with a random draw.
98. Entries,
made on the appropriate form, must be received
by the County Inter-Club Match Secretary before
1st
March and entry fees paid to the County
Treasurer before 1st March.
99. Maximum
handicap allowance 30, i.e. players with
handicaps higher than 30 are permitted to play
off 30. Stroke allowance: ½ difference of
combined handicap.
100. Matches
will be played on neutral courses allocated by
the County Inter-Club Match Secretary.
Two rounds only permitted on any one course.
101. The
course for the semi-finals and final will be
chosen by the Committee.
102. Before
a match proof of handicap should be available
and the number of strokes to be given and
received agreed.
