INTER-COUNTY MATCHES 

1.    SELECTION SUB-COMMITTEE  (see Blue Pages  –  Sub-Committees) 

a)    The County Captain shall nominate this sub-committee annually for approval by the Committee.   It shall consist of the Captain, the Vice-Captain, and up to four Selectors. 

b)    A Selector may serve for a maximum period of four years, after which she must retire and shall not be eligible for re-appointment for one year. 

c)    The Selection Committee is an advisory body who shall present a list of possible players from which the Captain shall select the Teams.   

d)    The order of play of the teams shall be at the Captain’s discretion.

 

2a.       FIRST TEAM  MATCHES 

i)             The D.C.L.G.A. shall play against every other County in the South West Division  

ii)            Travelling and hotel expenses of a team, as sanctioned by the committee, when

                        playing other Counties, shall be defrayed by the D.C.L.G.A  

iii)           A team badge (colours) will be given to a member who has played in fourteen first team County matches. 

2b.       SECOND TEAM MATCHES 

i)             The second team will play two of the neighbouring SW Counties and the winner will go forward to a final. 

ii)            Travelling and hotel expenses of a team, as sanctioned by the committee, when

                        playing other Counties, shall be defrayed by the DCLGA.   

iii)           A team badge (colours) will be given to a member who has played in seven second team matches. 

iv)       A player who has played for the first team twelve times may not play for the second team except under extenuating circumstances.

D.C.L.G.A.  COMPETITIONS

 

GENERAL

3.    The Competition Rules are all subject to alteration by the Committee if circumstances make it necessary.

4.    The Committee reserves the right in the conditions of a competition to make a decision in equity when it is impossible to complete a round, match or series of matches in accordance with the Rules of Golf.   The Committee’s decision shall be final.

5.    An Active CONGU handicap is required for all D.C.L.G.A competitions

6.    The Committee shall decide entry Fees for all County Events annually.

7.    All trophies are held for one year and must be returned to the Competition Secretary  before the event the following year. 

8.     The D.C.L.G.A. shall be responsible for insuring all cups and trophies and for engraving where necessary. 

9.     The County shall be divided into four zones as follows:

10. County competitions will be held in the zones in rotation:-North, South, East and West  

11   DISTANCE MEASURING DEVICES (DMD’s)

The D.C.L.G.A permit the use of DMD’s in all of their competitions.  

12   HOME CLUB

a)    A player may not change her Home Club during the year unless no longer a member or with the agreement of both clubs.  (CONGU Clause 8.3) 

b)    The Ladies’ Secretary at each Club must inform the County Inter-Club Match Secretary, in writing,  of all the players who are members of more than one club, stating which is their Home Club

14. Players shall walk at all times during a stipulated round in a competition organised by the DCLGA unless permitted to ride by a member of the Committee in accordance with the DCLGA Transportation Policy.

16.       Transportation Policy - Disability Discrimination Acts 1995 and 2005

 

16.1.   For the purpose of accommodating any competitor who has a physical impairment, as

      defined by these Acts and certified in writing by a Registered Practitioner, the      Association may permit any such competitor to be exempt from any prohibition upon       the use of a buggy during a competition or event organised by the Association             providing:

      a)      the competitor has appropriate insurance,

      b)      accepts responsibility for her actions

       c)      endeavours to ensure that her buggy is kept under her close control at all times. 

 

16.2. The competitor shall be responsible for providing the buggy.

16.3    In the following competitions, players requiring the use of a buggy must first seek             permission from the County Competition Secretary.  Permission shall only be granted    on production of appropriate medical evidence. Prior permission must also be            obtained from the Club Secretary of the relevant venue

16.4In the following match play competitions, players requiring the use of a buggy must first

            seek permission from the Inter Club Match Secretary.  Permission shall only be   granted on production of appropriate medical evidence. Prior permission must also be

obtained from the Club Secretary of the relevant venue; and the Captain of the opposing team must be informed prior to the match.

16.5In the following competitions played at Home Clubs players requiring the use of a   buggy must obtain permission from the Club Committee. Permission shall only be    granted on production of appropriate medical evidence.  Players must also comply with the Club’s own conditions of use.

INDIVIDUAL COMPETITIONS

 

17. See annual BLUE POSTER for information concerning entry fees and closing dates for                     individual and foursomes competitions.

18.  ENTRIES   Separate forms or letters are required for each competition.

19.  CHEQUES must be made payable to D.C.L.G.A. No money will be refunded after the         start sheet is issued.

20.  STARTING TIMES   A list will be sent to all clubs, either by email or post.

21.  All entries for competitions will be dealt with in order received.

22.  The committee reserve the right to refuse any entry without stating a reason.

23.  Proof of current handicap must be produced (CONGU Clause 8.1).

24. A player may be awarded more than one trophy but she may not be awarded more than one prize. (An exception to this occurs when extra prizes are given.)

25. Ties will be decided on the last 18, 9, 6, 3 or 1 holes with handicaps, if applicable, deducted in proportion.   If there is still a tie, any trophy will be held for a fraction of the normal time and vouchers will be shared equally.

 

CHAMPIONSHIP MEETING

 

26.  Competitors must be Home Club members of any club affiliated to the D.C.L.G.A.

27. All players must indicate on their entry form whether or not they intend to go forward to the match play rounds, should they qualify. After the closing date, the option selected stands. If the meeting is oversubscribed, players with the lower handicaps who are prepared to play in the match play rounds will be given priority.

28.  The draw is made in handicap sections.

29.  There will be team prizes for the best gross and net scores.

30.  The Qualifying Round is played over 36 holes.  The first 16 scratch scores continue in match play for the Championship Bowl.   The next 8 or 16 scratch scores (depending on the entry) continue in match play for the Lloyd-Williams Salver.               

31.  The trophies for the 36-hole qualifying round are:

1st Scratch Trophy:  Gold Medal presented by Barbara Baroness Churston 1922         

Scratch Runner-Up:  José Bruce Bowl presented by Miss José Bruce 1986                          

1st Handicap Trophy: Phillis Collett Memorial Bowl presented in memory:Phillis Carthew Collett, Sec 901-1919, Capt 1920

Under 18 Scratch Trophy presented by Sue Persey, Captain 2008 (for the under 18 best scratch score in the 36 hole strokeplay, can be won in addition to the Gold Medal)

SILVER DIVISION MEETING

 

33The meeting will be held in one or two sections at the discretion of the committee.

35.The competition will be played over 18 holes with scratch and handicap trophies.

36. Entries are accepted from players whose handicaps are in the appropriate range on the date of entry. If the competition is held in two sections on the same day, a player’s handicap on the day will determine the section in which she competes

38.  If on the day of the competition a player’s handicap is above the appropriate range, she must play off her current handicap for handicap purposes but off the handicap limit for competition purposes.

39.  The trophies are:

   1st Scratch: Stella Temple Memorial Cup (presented 1920 by The D.C.Club and its members in memory of Stella Temple O.B.E. who died on active service during  WW1)

       2nd Scratch: Scratch runner-up Cup (presented by Mrs. Joan Mackenzie 1985)

       1st Handicap: Joan Mackenzie Salver (presented by the DCLGA 1979 to commemorate Mrs. Mackenzie’s 1979 ELGA Chairmanship)

       2nd Handicap: Joan Mackenzie Runner-Up Salver (presented by Mrs. Mackenzie 1983)

       1st Scratch for High Handicaps:  Devon County Golf Club (DCGU) Scratch Cup.

 

BRONZE DIVISION MEETING

 

40.The meeting will be held in one or two sections at the discretion of the Committee.

41.  The meeting will be an 18 hole stableford in two divisions. There will be an optional, separate concurrent 18 hole scratch competition included in the entry fee. A scratch cup will be awarded to the player with the lowest gross score.

43.  Entries will be accepted from players whose handicaps are in the appropriate range on the date of entry.

44.  If on the day of the competition a player’s handicap is below the appropriate range, she must play off her current handicap.

46.  Previous paragraphs 17 to 20 and 23 and 25 apply

 

COUNTY  MEDALS

47 . Only Home Club members are eligible. Clubs are responsible for payment of entry fee for each finalist.

48.  A Medal will be awarded to the member in the Silver division and to the member in the Bronze division, providing there are at least two members in the respective divisions, returning the three lowest nett scores whilst playing in any qualifying stroke play (medal) competition at her Home Club (excluding Open Competitions) during the golf year.     

49.  All Silver division scores to count for qualifying must be returned on a handicap of up to and including 20.   All Bronze division scores to count for qualifying must be returned on a handicap of 21 to 36.

50.  Any member qualifying in one Division and subsequently moving into a different Division will play off her current handicap in the Finals but compete in the Division for which she qualified.

51.  A win in the Silver Division cancels a win in the Bronze Division.   All ties shall be decided on the aggregate of net scores  on the last 9, 6, 3. or 1 holes on the three best cards.   In the event of there still being a tie, there should be a play-off under Handicap Stroke Play (Medal) Conditions.

52.  Names and handicaps of the medal winners must be sent to the County Competition Secretary by the date given on the annual Procedure Sheet.

53.  If a club winner is unable to compete in the Final, the player with the next best score may take her place, and so on, thus ensuring that 2 players from each club compete. 

54.   The Finals will be played in the following Spring on a course chosen by the Committee.

55.  The trophies are:

       Silver Division winner:    LGU Coronation Medal 1902

       Bronze Division winner:  LGU Coronation Medal 1911 

       Centenary Salvers (donated by the Centenary Committee in 2001) to the Clubs of the Silver & Bronze winners.  

 

WARREN CROCUS SALVERS

Presented in memory of Mrs. Sheelah Creasy 1979

56.  A qualifying round is played at members’ Home Clubs. The format for this may be either medal, stableford or 4-ball competition at the discretion of each club.

57.  The Final is played as a Four-Ball (Better Ball) Stableford Competition in two divisions, Silver and Bronze, off ¾ handicap, and is held at the end of September or early October at the Warren Golf Club.

58.  Names and handicaps of the qualifiers must be sent to the County Competition Secretary, with the entry money from all competitors, by the date given on the annual Blue Poster.

59.  If a club winner or runner-up is unable to compete in the Final, the player with the next best score may take her place, and so on, thus ensuring that four players from each club compete

60.  If on the day of the competition a Silver players’ handicap is above 20 she must play off 20 in the division in which she qualified. If a Bronze players’ handicap falls below 21 then she shall play off her new handicap in the division in which she qualified.

EXPRESS & ECHO SHIELD

Presented by Mr. Jeff Harvey-Barnes, Sports Editor of the Express & Echo 1985 

61.    A foursome stableford qualifying round is played at members’ Home Clubs.  

62.  Handicap allowance of ½ combined with a maximum of 30. 

63. The first two pairs will represent their club and compete for the Shield in late September or early October at a venue to be chosen by the Committee after a stableford round. 

64. Names and handicaps of the qualifiers must be sent to the County Competition

Secretary, together with the entry money from all competitors by the date given on the  annual Blue Poster. 

65. In the event of a qualifying pair being unable to compete in the final round, the pair with

       the next best score may take their place and so on, thus ensuring that two couples from

       each Club compete.

COUNTY  PRIZE

67.       A prize is offered to every affiliated Ladies’ golf club having more than five members. It    is to be played for throughout the golf year at club level. The winner(s) will be the

            player(s) with the four best cards from a possible maximum of twelve.   

68.       All members are eligible to compete. No handicap limit. Second Club members may  compete at all Clubs to which they may belong.   No entry fee. 

69.       Before the commencement of each golf year the club committee is responsible for                                          

a)    Deciding the type of competition to be played throughout the year: Stableford or Par            

b)    Arranging 12 separate competitions to be played off full handicap, played where necessary over two days in accordance with CONGU Clause 17.1 (f) 

c)    Establishing competition rules taking into account local conditions  (e.g. restricting the number of temporary greens to be in use for the competition to be valid;   policy concerning re-scheduling if a competition day is lost) 

d)  Distributing the prize in the form of goods or vouchers as it sees fit.

  1.  Each affiliated club may enter two teams in each of these competitions. A club may enter two teams in the President’s Trophy provided that it has entered a team in the Still Cup.

 

  1.  The appropriate DCLGA entry form, must be received by the County Inter-Club Match  Secretary before 1st August  & the entry fee must be paid to the County Treasurer before the following 1st March.

 

  1.  Home Club members only are eligible to play. The only exception to this is that if a player’s Home Club is not entering a team in one of these competitions, she may be eligible to play in that competition for any other club to which she belongs.

 

  1.  If a member changes her Home Club she may play for her new Home Club providing she has not played for her original Home Club in any DCLGA Competition during the current L.G.U. year.

 

  1.  It is the responsibility of the Team Captain to field a team of eligible players. The penalty for any breach is a deduction of two games and six points from the defaulting team’s final score.

 

  1.  After each match, Team Captains of the winning teams should send the results of matches to the County Inter-Club Match Secretary within three days.

 

  1.  If there is a query about the result, both Captains should write to the County Inter-Club Match Secretary explaining the problem. The County Inter-Club Match Secretary’s decision is final.

 

FORMATS

79.  A team consists of seven players who shall play in order of playing handicap. If there is more than one player with the same handicap, their order shall be at the Captain’s discretion. The penalty for a team playing out of handicap order is a deduction of two games and 6 points from the defaulting team’s final score. 

 

80.  Still Cup matches are played off scratch. There is no handicap restriction, other than the requirement to play in order of playing handicap.

 

         81.  President’s Trophy matches are played off handicap (full difference). Players with handicaps of 21 or above must play off 20. No more than two single-figure handicap players may play in any match.  No player who has played for a Still Cup team twice for the same club in the current season is eligible to play in its President’s Trophy team(s).  If two or more teams from the same Club are entered, no player who has played twice in the First Team is eligible to play in the Second Team.  If a Second

 Team player has played only once in the Still Cup team and only once in the First Team, she may return to the Second Team.

            Bronze Division players who play in a Still Cup or President’s Trophy team may also      play for a Sheelah Creasy Bowl team.

 

82.    Sheelah Creasy Bowl matches are played off handicap (full difference). Players must have a playing handicap in the range 21 to 36 but any player with a handicap of 28 or more must play off 28. If a player reduces her handicap to 20 or below, provided she has played at least half of her teams’ divisional matches for that year, she may continue to play for the Creasy Team off her new handicap. If two or more teams for the same Club are entered, no player who has played twice for the First Team is eligible to play in the Second Team.

      

     OTHER INFORMATION

83.   The number of divisions in each competition will be at the discretion of the County Committee. If a club has more than one team in a competition, they will be in different divisions. Additional draws will be made for the Semi and Quarter Finals, if applicable.

 

84.   Each Club must play one home and one away match (over 18 holes) against every other Club in accordance with the draw.  If, due to unforeseen circumstances, an entire team is unable to play an arranged match, penalties will be imposed; it is imperative that the County Inter-Club Match Secretary is consulted immediately.

 

85.   If a participating Club cannot field a complete team, “walk-overs” of the seventh, sixth and fifth games are permitted in one match only, resulting in the appropriate loss of games and points.   If a complete team cannot be raised a second time:

            (a)  the Team shall be withdrawn from the competition

            (b)  all games and points scored by it and against it will be cancelled, and

            (c)  in the following year the Club will not be allowed to enter competitions as follows:

                        (i)    If the defaulting team is a Still Cup team the club may not enter either

                               the Still Cup or any President’s Trophy team.

                        (ii)   If the defaulting team is the club’s first President’s Trophy team, the

                               club may not enter any President’s Trophy team.

                        (iii)  If the defaulting team is a club’s second President’s Trophy team, the

                               club may not enter a second President’s Trophy team.

                        (iv)  If the defaulting team is a Sheelah Creasy team, the club may not enter

                               a Sheelah Creasy Team.

 

86.   The Scoring System A team will score a team win for a team match won, or a half    for a halved match.  The Divisional winner will be the team with the most team wins.

 

                        A points system will be used by the Inter Club Match Secretary to resolve ties (as                              follows):-   Individual Matches:  Away win  =  3 pts,   Home win = 2 pts.

                                                                                  Away half = 1½ pts, Home half = 1 pt.       

                        Overall Match:          Winning team – based on number of matches won :   Add 2 pts.

                                    Halved match – based on number of matches won :  Add 1 pt. each

                                               

       When all matches in the division are completed, if there is a tie, the winner will be the team with the most pointsBest Runner(s)-Up (when required) will be the Team(s) with the most team wins divided by the number of matches played, with ties being decided by the number of points won divided by the number of matches played.

88.  Team lists must be exchanged no later than 15 minutes before the start of the match.  After the team lists have been exchanged there can be no changes, except that a reserve may take the place of a nominated player who has subsequently become ill or injured, always provided that the correct order of the team can be maintained (see #79). However, if the reserve is present but it is too late to change the list so that the correct order can be maintained, the opponent of the nominated player shall score a “walk-over” but the defaulting team will not be deemed to be incomplete and will not be penalised under #85.  (If a reserve is not present, the team will be deemed to be incomplete and the penalties under #.85 will apply).  

       If, after Team Lists have been exchanged, it becomes apparent that a nominated player is likely to be late in arriving due to unforeseen circumstances, her Captain, may, with the agreement of the opposing Captain, arrange a later start for the delayed player and her opponent on the list.

       If the delayed player fails to be on the tee within 45 minutes of the first players’ tee time, her opponent on the list shall score a “walk-over”. 

89.  A non-playing Team Captain may give advice. If the Team Captain is playing, she may authorise a non-playing member of the DCLGA as a deputy to give advice. See Note to Rule 8, Rules of Golf.

90. The divisional winners (together with best runners-up, if required) will go forward to Quarter Finals (if held), Semi-Finals and Finals to play on a knock-out basis.    If a divisional winner is unable to send a team to these Finals, the second best club in the division may do so, provided it has played out all its matches. 

91.  The date and courses for the quarter-finals, semi-finals and final of each competition shall be chosen by the DCLGA Committee. 

92. Quarter-final, semi-final and final matches are played to a conclusion, unless called in by a DCLGA official. 

93. Teams for the quarter finals, semi finals and finals day shall be selected from a squad of nine players, all of whom must have played at least one match for the appropriate team during the current season.

DORIS WILLES-LITTLE CUP

 

95.   Previous paragraphs 74 to 78 apply.

 

96.      Each affiliated club may enter one nominated pair with two nominated substitutes either of whom may play should a team member be unavailable. A substitute becomes a team member after playing in two matches. No further substitutes are permitted.

 

97.      Format:  Foursomes match play knock-out in accordance with a random draw.

 

98.      Entries, made on the appropriate form, must be received by the County Inter-Club Match Secretary before 1st March and entry fees paid to the County Treasurer before 1st March.

 

99.      Maximum handicap allowance 30, i.e. players with handicaps higher than 30 are permitted to play off 30.   Stroke allowance:  ½ difference of combined handicap.

 

100.    Matches will be played on neutral courses allocated by the County Inter-Club Match Secretary.

            Two rounds only permitted on any one course.   

 

101.   The course for the semi-finals and final will be chosen by the Committee.

 

102.   Before a match proof of handicap should be available and the number of strokes to be given and received agreed.

 

103.    The trophies are:

104.  The Cup is played for at the North and East zones Autumn Foursomes meeting. 

105.  The Rose Bowl is played for at the South and West zones Autumn Foursomes meeting. 

106.  Handicap allowance: ½ combined with a maximum of 30. 

107.  Each club nominates three pairs as their representatives, the two best scores count. 

108. Only Home Club members may represent their clubs.

110.  These competitions are run in conjunction with the Western Morning News Trophy           foursomes. (See #s 104 to 106) 

111.  Members may enter the appropriate zone competition for any Club they belong to. 

BOWMAKER 

112.  A Bowmaker competition (teams of 3 players from same club – stableford – two scores     to count) will be held in the autumn. Every club will have the opportunity to enter a team.

         There is a maximum of 2 teams from any one club.
